23 The Lord said to her,

“Two nations are in your womb, and two peoples from within you will be separated; one people will be stronger than the other, and the older will serve the younger

My point of view about above Verse

If we inquire something God answers as he answered to Rebekah (wife of Issac)– Moreover from same womb two types of nations can emerge – its up to God what he wants to do - Who will be stronger or who will serve - is also decided by God
